for its governors to be sworn in on the third weekend in January. Unfortunately,
tradition calls for the inaugural to be held outdoors. Tennessee Prompters
was there prompting Governor Phil Bredesen's 2003 inaugural speech on
a windy, 5 degrees above zero, winter day.
