Tennessee Governor Phil Bredesen’s 2003 Inauguration was held outside in January, two days after a large winter storm. When Tennessee Prompters showed up on location at Legislative Plaza, the early morning temperature was exactly zero degrees. Several hours later the temperature had risen 9 degrees as the wind picked up.
